Gov. George Deukmejian has appointed Dr. Thomas Thaxter and S. William Malkasian to the state Athletic Commission, which regulates professional boxing, wrestling and martial arts. Thaxter, 49, specializes in sports injuries and serves as team physician for the California State University, Fresno, athletic department. Malkasian, 62, of Sacramento is a retired school principal. Jerry Nathanson of Los Angeles has been elected chairman.
