Leaders of Britain’s nearly 11-month-old coal strike will meet independent conciliators today to explore ways of resuming the latest round of talks , which broke down last week. If the effort fails, as industry sources consider likely, the National Coal Board and the Conservative government of Prime Minister Margaret Thatcher appear ready to let the strike drift on, expecting it to crumble. So far according to Coal Board figures, which the union disputes, 79,000 men----or 42%of the nation’s miners----have either abandoned the strike or never went out.
