WASHINGTON — A rise in global temperature from carbon dioxide emissions could melt the ice at the polar caps and cause the level of the world’s oceans to rise four inches to two feet over the next 40 years. The Environmental Protection Agency, which issued the prediction, said the sea level could be seven feet higher by 2075.
