It was developed by Forest City Development Corp., a subsidiary of Forest City Enterprises Inc., Cleveland, in conjunction with the Santa Ana Economic Development Agency.
Construction manager was Forest City Dillon Inc., a division of Forest City Enterprises. The patented Forest City Building System, combining off-site fabrication with on-site assembly, enabled the 11-story, modular structure to be built in 12 months, with one floor being assembled every two days.
Residents are 62 or older and qualify for the HUD Section 8 rent subsidy program. The architect is Ogren, Juarez & Givas and the contractor was Campbell Construction Co., both of Sacramento. Financing was arranged through the California Housing Finance Agency.
