By a 4-1 vote, the San Diego City Council Rules Committee decided Monday to oppose statewide legislation that would require port commissioners to be elected, not appointed as they are now. The committee also unanimously opposed another Port District bill that would allow tidelands leases to be reviewed by the state Lands Commission and would permit leases at below-market rates if the tenants were in danger of closing their businesses. State Sen. James Ellis (R-San Diego) proposed both bills.
