JERSEY CITY, N.J. — An alleged plot to take control of the Union City Municipal Court and Police Department to shield gambling and narcotics rackets was smashed by raids that netted 40 suspects, a prosecutor said today.

Ruvoldt Jr. said wiretaps in an investigation of a gambling operation and another involving drugs picked up conversations “looking toward the subversion” of the court and Police Department “for the purpose of protecting . . . illegal enterprises.” A special grand jury will consider the case.
