Punjab Government May Be Reinstated

NEW DELHI — Prime Minister Rajiv Gandhi may restore a government headed by his Congress-I Party in Punjab state to try to head off a confrontation with Sikh militants, an Indian newspaper said Tuesday.
Punjab’s government was dismissed and the state placed under direct rule from New Delhi after Sikh extremists shot Hindu bus passengers in October, 1983.
The Times of India said Gandhi might decide to reinstate a Congress government in Punjab ahead of protests later this week by Sikh militants to mark the anniversary of the storming by government troops of their holiest shrine, Amritsar’s Golden Temple.
