A compromise to guarantee all states access through 1992 to the nation’s three disposal sites for commercial low-level nuclear waste won unanimous approval from a House Interior subcommittee headed by Rep. Morris K. Udall (D-Ariz.). The legislation is a slightly modified version of a plan offered earlier this month by South Carolina Gov. Richard W. Riley as a means of settling a long-standing dispute over use of the dumps in his state and in Washington and Nevada.
