The City Council appointed B. Allen Lay, 50, to the Planning Commission to fill the unexpired term of William C. Field, who died April 17 of a heart attack. Lay’s term on the unpaid board expires in February, 1988.
Lay has been a resident of Rolling Hills for five years and is in the venture capital business.
