Senators Rebuff Budget Offer

WASHINGTON — Senate budget conferees balked at a new budget proposal from House bargainers today, saying it did not allocate enough money for the military next year.
“There’s an accord that this (House plan) won’t fly,” Senate Budget Committee chairman Pete V. Domenici told reporters. But Domenici said he did not know whether the Senate side would make a counteroffer.
