San Bernardino County Superior Court Judge Ferdinand F. Fernandez will be nominated by President Reagan to become a federal judge, the White House announced. If approved by the U.S. Senate, Fernandez will fill a newly created seat in the Central District, which is headquartered in Los Angeles. Fernandez, 48, a former Pomona lawyer who lives in Upland, was appointed to the Superior Court bench in 1980 by then-Gov. Edmund G. Brown Jr.
