Leash Law Examined: Responding to a surge of complaints about unleashed dogs roaming in park areas, the city is examining stricter enforcement of its leash laws. Complaints range from joggers stepping in pet droppings to parkgoers’ concern over possibly vicious dogs. “The problem really is not with the dogs but with the pet owners who either do not know the law, or know the law but won’t obey it,” said City Atty. R. K. Fox. Fullerton’s municipal code prohibits anyone from allowing a dog or other pet to roam unleashed in any city park. Dogs on leashes are permitted only in parking lots or on the walkways adjacent to lots. Owners are also required to “curb” animals and clean up droppings. Fullerton contracts with the county Animal Control division to enforce animal laws in the city. If a control officer catches an unleashed dog, the owner will be fined $47.
