Your editorial set the blame right on the President’s doorstep. Back off. First of all, let us recognize that Congress approves legislation. That Congress appropriates the money. The President only initiates legislation. He only submits his version of the budget. It’s the responsibility of Congress to see to it that the country stays within its income.
