Richard Van Allen, an Arizona lottery official, has been appointed by Gov. George Deukmejian to head computer operations for the California State Lottery, the governor’s office announced. Van Allen, 53, of Phoenix was named to the $59,675-a-year job as deputy director of EDP Operations for the Lottery. Since 1983, he has served as assistant director for data processing for the Arizona State Lottery. The California lottery is expected to get under way in late September or early October.
