When an air bag “shorts out” and deploys (with an explosive noise) in the absence of a cause, frightening the driver and causing an accident, who is responsible for the resulting damage and possible injuries?

I have never seen this discussed. The implication that it couldn’t possibly happen is nonsense of the worst kind.

Is there an answer?
