A Redondo Beach couple was indicted by a federal grand jury in Los Angeles on charges that they defrauded Hughes Aircraft Co. of more than $75,000 over a three-year period. Joseph David Frankel, 51, and his wife, Justine, 49, were named in a 71-count indictment that accused the husband of forging the names of supervisors on the wife’s time cards that were submitted to Hughes and a subcontractor where the wife worked, Assistant U.S. Atty. David Nimmer said. The husband used his position as a Hughes business manager to illegally extend his wife’s subcontracting work at Hughes in 1980, after her services were no longer needed, Nimmer said.
