A $53-million “regional counterterrorism” plan for Central America has been proposed by the State Department in the aftermath of the killing of 13 people in El Salvador in May, the Washington Post reported, quoting congressional sources. The plan, outlined in a memo to national security adviser Robert C. McFarlane, would provide $27 million in military support and $26 million in police training funds to El Salvador, Honduras, Costa Rica, Guatemala and Panama. The proposal is reportedly one of several options under consideration.
