Belgium’s King Baudouin I dissolved Parliament after the coalition government failed to agree on constitutional changes to allow greater regional autonomy in the school system. But he left the splintered coalition headed by Premier Wilfried Martens in power until elections can be held. Elections already had been moved up from Dec. 8 to Oct. 13 because of an earlier argument within the government over responsibility for the May 29 soccer riot in Brussels in which 38 were killed.
