The House voted 417-0 to approve a resolution calling on Philippines President Ferdinand E. Marcos to ensure that next year’s presidential elections are free and fair. The resolution urges that the military be kept neutral, that an independent watchdog group be permitted to monitor the balloting and that the Philippines election commission be impartial. An identical measure is pending in the Senate.
