Hopes for an early end to the world’s tin crisis faded after an emergency meeting of the International Tin Council failed to endorse a financial package designed to rescue the industry. The ITC said it will meet Dec. 2 to work out a plan to reopen trading and is expected to remain in session until the crisis is resolved.
