The Dallas City Council unanimously approved an ordinance that restricts smoking in most restaurants, grocery stores and banks. The measure sets fines of up to $200 but relies primarily on voluntary compliance. The ordinance makes smoking illegal in such retail establishments with 500 or more square feet of floor space unless authorized by a sign, as well as public buildings owned by the city. The ordinance, which takes effect Feb. 6, will make Dallas among dozens of cities with similar restrictions.
