One man died and three were rescued after the tugboat they were aboard turned over in the chilly Carquinez Strait in San Pablo Bay, hospital and U.S. Coast Guard officials said. Bud Mackey, 72, the tugboat captain, was pronounced dead after being trapped four hours in the pilot house of his vessel after it overturned, Coast Guard Petty Officer Eileen Metzler said.
