The government’s toxic waste dump cleanup program will start shutting down next month because it’s running out of money, Lee M. Thomas, the head of the Environmental Protection Agency, told reporters in Washington. The Senate and House have passed different versions of a renewed, five-year Superfund cleanup program but have not ironed out their differences. The program has been operating at idle speed since its taxing authority expired last Sept. 30.
