Negotiations between San Francisco Mayor Dianne Feinstein, business leaders and union officials aimed at reaching a compromise over civil service reform have reached an impasse and a labor mediator has been asked to rejoin the talks. Mediator Sam Kagel was instrumental in drafting a compromise reform measure in January that freed $8.8 million in comparable-worth funds for payment to 7,000 city workers, mostly women and minorities. But that deal was contingent upon the parties reaching agreement on other issues. The conflict involves the mayor’s attempt to get labor to endorse a June ballot measure that would shift authority over 26,000 civil servants to her office. If that happens, the unions want an agreement to restore collective bargaining for municipal employees.
