The Region : Lucky Lottery Spin Will Aid Ailing Girl

A retired Los Angeles police officer, whose youngest daughter has an ailment that requires $5,000 in weekly medical expenses, was one of two Southern Californians to win $1 million each in the state lottery. “I’m going to do everything I can for her for the rest of my life,” Douglas Payne said after he won. Dorothy Quinn, 53, a bookkeeper from San Bernardino, also won $1 million. Payne, 40, of Riverside retired in 1977 because of a disability. His 15-year-old daughter, Deena, was diagnosed as having infantile spinal muscular atrophy when she was 2 years old and has never walked. She has an iron lung at home, which she occasionally uses, and Payne said her medical bills are $5,000 a week, most of which is covered by his insurance. Quinn, who has two granddaughters, helps to keep the financial books for a restaurant in Redlands. She said she will continue working, and will use some of her winnings to buy a recreational vehicle.
