Paper Sues San Diego Council

SAN DIEGO — A newspaper today sued the City Council, claiming members violated state law by holding secret sessions.
In the Superior Court suit, the Tribune of San Diego alleged that four council members met privately last week to work out details of the fiscal 1987 city budget before the full council approved the $644-million spending plan in public session Thursday. The newspaper’s suit seeks an injunction to restrain the council from violating the state’s open meeting law, known as the Brown Act.
