President Reagan signed legislation extending daylight saving time by three weeks, climaxing a 10-year effort that had been opposed largely by members of Congress from rural areas. Beginning next year, clocks should be set ahead one hour on the first Sunday in April. Under a 1966 law, daylight saving time has begun on the last Sunday in April. No change would be made in the day for returning to standard time. It will remain the last Sunday in October.
