NFL Bows on Drug Tests

WASHINGTON — The National Football League agreed today not to implement its new drug abuse program until an arbitrator decides whether Commissioner Pete Rozelle has the authority to require random drug testing. Richard Kasher will arbitrate a grievance filed by the union against the plan and he is expected to make a decision by mid-September.
