Gann’s Pay Initiative

To assail Proposition 61 on the basis of Paul Gann’s co-sponsorship of Proposition 13 is an invidious premise.
Proposition 13 protected property owners from the California Legislature. To be forced to sell one’s home because of mismanagement of personal finances is the price paid for economic incompetence. To be placed in this position because real property was an easy target for a constantly increasing tax levy by the lawmakers was intolerable.
Blunt and ugly though it may be, Proposition 13 was the only weapon available for California’s property owners to defend themselves against the state’s governing and taxing bodies.
I could give greater credence to your anti-Proposition 61 arguments, which would add to my own, if your editorial musings acknowledged the responsibility of the California Legislature in governing.
