President Reagan will nominate Martha O. Hesse to be a member of the Federal Energy Regulatory Commission and will designate her as chairman after confirmation, the White House announced Friday.
Hesse is currently assistant secretary of energy for management and administration. If confirmed by the Senate, she would fill the remaining 14 months of the four-year term of Raymond J. O’Connor, who resigned in January.
