Fewer Exit Visas for Jews

GENEVA — Only 31 Soviet Jews were allowed to emigrate in July, the second lowest monthly figure in 15 1/2 years of recording such data, the Intergovernmental Commission for Migration reported today. The record low was 29 in August, 1985.
