Navy Secretary John F. Lehman Jr. has ordered Adm. Carlisle A. H. Trost, chief of naval operations, to begin a design program for a tall ship for the service, despite concerns among Navy brass and Congress about financing the project. In a memo obtained by the Associated Press, Lehman said that the Navy needs a large, square-rigged sailing ship for training, to augment recruiting programs and to serve as “a public symbol of the traditions and heritage of our naval service to enhance our relations with the American people.”
