Gen. Fidel V. Ramos, the chief of staff of the Philippine armed forces, has threatened to court-martial any officers who disobey transfer orders, a spokesman announced. The move was seen as an attempt to prevent new revolts against President Corazon Aquino. Ramos’ spokesman, Brig. Gen. Luis San Andres, said the general issued a warning memorandum last week. “Officers who violate these instructions will be court-martialed if warranted,” the spokesman quoted the memorandum as saying.
