Los Angeles Police Officer William E. Leasure, jailed as a suspect in a statewide yacht-theft ring, had his bail reduced from $1 million to $10,000. Prosecutors in Contra Costa County, where Leasure has been held since his arrest in May, described him as “a slight risk” but said they agreed to bail reduction after attorneys representing Leasure’s co-defendant, Robert D. Kums, refused to agree to a continuance in the case. Prosecutors said they hope to try Kums, a convicted armed robber, and Leasure together for tactical reasons. Leasure, 39, a 16-year veteran of the LAPD, is charged with four counts of grand theft. He was expected to be released from the Contra Costa County detention facility in Martinez.
