Polish authorities have banned a seven-man provisional council formed by Solidarity, saying its operation is illegal because it poses a threat to “peace and public order in the country,” officials of the outlawed labor union said in Gdansk. The union’s founder, Lech Walesa, said the decision was expected. “I am not disappointed,” he said. “My reaction is calm, no unnecessary emotions. We will think about what to do about it.” The council was formed by Walesa after the government’s general amnesty for political prisoners last month. He said its purpose was to steer the union’s underground activities into the open.
