The Environmental Protection Agency acted properly when it refused to set strict limits on emissions of vinyl chloride, a cancer-causing chemical used to make plastics, a federal appeals court ruled. In a 2-1 panel decision, the U.S. Circuit Court of Appeals for the District of Columbia upheld the EPA’s decision to withdraw proposed rules governing emissions of the gaseous synthetic substance, which has been linked with various forms of cancer.
