Soviet leader Mikhail S. Gorbachev said the Kremlin has devised a way to counteract President Reagan’s Strategic Defense Initiative. “SDI does not scare us,” Gorbachev said in an interview before his departure today for a visit to India. “We have thought out what we should do if the Americans keep working on SDI. But it will not be our choice. America is pushing the world toward unpredictable consequences.” The Soviet leader did not explain what steps Moscow plans against the space-based defense system, popularly known as “Star Wars.”
