The federal government started its new budget year with a $25.26-billion monthly deficit, the Treasury Department said. The October deficit resulted from spending of $84.27 billion, far outpacing revenues of $59.01 billion. It was the largest monthly deficit since August and followed a $3.74-billion imbalance in September. The government ran up a record $220.7-billion deficit for the 12 months of the 1986 fiscal year.
