Rhine Cleanup Proposal Sought

ROTTERDAM, Netherlands — West European ministers today commissioned a plan to clean up the Rhine River by the year 2000 and pledged to work to prevent further chemical spills into the vital waterway.
The seventh ministers’ conference on Rhine pollution was attended by ministers from Switzerland, West Germany, France and Holland--the four nations through which the river flows--and representatives from Belgium, Luxembourg and the European Community.
