Near Misses

Southern California is fast becoming the aviation near-miss capital of the world.
This is getting ridiculous! Something has to be done!
The Federal Aviation Administration should consider leaving most of the air space for the use of commercial flying. This would mean that small non-commercial aircraft would not get in the way of the big commercial airplanes, reducing the risk of aerial disasters.
The FAA can do this by placing restrictions on privately owned aircraft. Such a restriction would be the usage of quotas to determine the amount of private airplanes flown over heavily aviated areas. Another restriction would include the grounding of private planes during peak commercial flight hours. The FAA should also see to it that the liability insurance costs be quite high for private pilots.
These three conditions would greatly reduce the amount of private aircrafts flown over Los Angeles and Orange counties, thus making the sky safer.
