U.S. special envoy Richard W. Murphy returned to Jerusalem at the end of a weeklong peace mission, which included stops in Jordan, Egypt and Saudi Arabia, and indicated that he had made little progress in his efforts. In an hourlong meeting, Murphy told Israeli Prime Minister Yitzhak Shamir that he had failed to bridge differences between Israel and Arab states about the format for an international peace conference, an Israeli spokesman said. Murphy, an assistant secretary of state, also met with Defense Minister Yitzhak Rabin and Lt. Gen. Moshe Levy, Israel’s chief of staff.
