A study by an independent consultant team maintains that Chevron USA should reduce the amounts of toxic metals and organic compounds in millions of gallons of waste water it dumps daily from its Richmond refinery. The $1.2-million study, required by the City of Richmond and the San Francisco Bay Regional Water Quality Board, said it would be environmentally acceptable to move its discharge point to a pipe in deep water off Point San Pablo from Castro Cove, as demanded by conservationists.
