The chairman of the House Ways and Means health subcommittee said he would like to see catastrophic health insurance for the elderly financed by increasing the income taxes of Medicare beneficiaries who are able to pay. Rep. Pete Stark (D-Oakland) said that would be a fairer way to pay for a Medicare expansion than raising the out-of-pocket expenses that reasonably well-to-do elderly people would have to pay before being covered by catastrophic insurance.
