The European Community will present a plan to reform world agricultural trade, but trade experts say it is unlikely to satisfy demands by the United States and others that farm goods be thrown open to head-on competition. The European plan calls for urgent, short-term measures to reduce trade tensions in three key sectors--cereals, sugar and dairy products. However, experts say the proposal will largely preserve the massive subsidy program for food exports--about $25 billion annually--handed out by the 12-nation EC trade bloc. The proposal stops far short of one made by President Reagan last July, which calls for phasing out all government farm subsidies over 10 years.
