Up-Right Inc., a Berkeley-based manufacturer of aluminum scaffolds and aerial work platforms, has appointed Hugo C. Kapelke, as president. He replaces George N. Rufenacht, who resigned for personal reasons. Kepelke, 55, previously was vice president and general manager of Up-Right’s international operations.
