The European Parliament voted this week to back plans for a European “television without frontiers” that could allow people to watch broadcasts from all 12 European Community countries. The plans would end national barriers that limit the ability of networks to broadcast into other EC countries, but also would require that up to 60% of programs be produced in Europe. “It is the only means to prevent our screens being invaded by American materials,” French deputy Simone Veil told the parliament, which agreed by a 328-to-11 vote to back the plan. That body, however, has no power to enforce its decision and many EC member states reportedly are reluctant to relinquish national control over broadcasting.
