The National Governors Assn. voted 30 to 5 to support ratification of the U.S.-Canada free trade agreement despite some governors’ fears that it will hurt home state industries. The governors acted after amending their resolution to express “significant concerns about issues created or not fully resolved by the agreement” and demanding to be consulted on legislation to ratify and implement the treaty. The five no votes were cast by the governors of Kentucky, Michigan, North Dakota, West Virginia and Wyoming. In other action before they ended a three-day winter meeting in Washington, the governors urged the federal government to take action on child care and appealed to Congress to keep alive a mortgage revenue bond program.
