Cities Get Lawsuit Protection

WASHINGTON — The Supreme Court gave local governments greater protection from lawsuits today, ruling 7 to 1 that a municipal worker in St. Louis could not sue the city after he was demoted to a dead-end job.
Architect James Praprotnik had sued the city, claiming that he was demoted and eventually laid off because he exercised his First Amendment rights in protesting personnel decisions. The court, in an opinion by Justice Sandra Day O’Connor, said the city was not responsible for the allegedly unlawful transfer because it was an isolated incident and did not represent official policy.
