Airlines will be penalized anytime their weapon screening programs at airport checkpoints fail government tests, Transportation Secretary James Burnley said. Until now, the Federal Aviation Administration had been imposing a fine only when a carrier failed the test for a third time, Burnley told a news conference. Last year, passenger screening programs came under fire after a series of FAA tests disclosed that one in five mock weapons escaped detection at checkpoints. More than a million passengers are screened before boarding the 18,000 flights a day out of 400 U.S. airports, according to the Air Transport Assn.
