Howard Pawley, the premier of Canada’s Manitoba province, resigned as leader of his party and called a provincial election after losing a vote of confidence. Pawley, 53, leader of the New Democratic Party, had led a socialist government with a one-seat majority until an unexpected defeat in a legislative budget vote. Pawley, elected to a second five-year term in 1986, waited overnight before meeting with party members and announcing his decision to call an April 26 election. Pawley also announced his plan to step down after nine years as party leader. A leadership convention will select a successor who will be thrust immediately into the election campaign.
